Pakistan collects over Rs 2,725 billion in petroleum levy in two years, surpassing IMF loan inflows

Islamabad: The federal government has collected more than Rs 2,725 billion under petroleum levy from citizens over the past two years, according to official documents.

The data shows that from April 2024 to March 2026, petroleum levy collections stood at Rs 2,725 billion—an amount that exceeds the combined size of Pakistan’s two ongoing IMF loan programmes in rupee terms.

According to official records, the total value of both IMF programmes, converted at current exchange rates, is approximately Rs 2,340 billion.

Breakdown of the petroleum levy collection indicates that during the first nine months of the current fiscal year (July 2025 to March 2026), over Rs 1,205 billion were collected. In the fiscal year 2024–25, the government collected Rs 1,220.21 billion, while in the April–June 2024 quarter alone, collections stood at Rs 299.63 billion.

The figures highlight a sharp increase in petroleum levy revenue, reflecting its growing role as a key source of non-tax revenue for the federal government.
